Product owner

The product owner is accountable for what gets built and for the order of the backlog — the person whose job includes saying no.

The role owns priority and value, not assignment or estimation. A backlog where everything is priority one has no functioning product owner regardless of who holds the title.

In small startups the founder holds this role, often while also writing code. That works, provided the conflict is named: the person who sets priority also estimating their own favourite work is a well-documented source of optimistic sprints.

Not a modelled role — organizations have members and roles, and backlog ownership is a team convention rather than a permission.
