Cycle time
Cycle time measures how long an item takes from the moment work actually starts on it to the moment it is done.
Cycle time is the team's execution speed, and it responds to three levers: smaller items, WIP limits, and faster review. It is the metric that improves first when a team adopts work-in-progress caps, usually before velocity moves at all.
It is not what the requester experiences — that is lead time, which includes the queue. Optimising cycle time while the backlog queue grows is how teams get faster and less popular simultaneously.

No built-in cycle-time report, but every issue carries created and updated timestamps plus a full activity history of status changes, so the data exists.
